Toronto Transit Commission 8400-8504 are Nova Bus LFS buses built in 2015 and delivered between 2015 and 2016. Apart from the trial unit purchased in 1998, these are the first 40-foot LFS buses purchased by the TTC. The pilot bus was delivered to the TTC in February 2015. The remaining buses are expected to be delivered from June 2015 to January 2016.

History

Order

A request for proposals was issued in 2013 for a contract to supply 50 40-foot diesel buses for 2015 with options for 2016 to 2018. In their 2014-2023 Capital Budget, the TTC identified the need for 55 buses (12 for growth and 43 for Scarborough RT replacement buses). After the Line 2 subway extension was approved by City Council, there was no longer an immediate need for the 43 buses. However recognizing the deterioration condition of the RTS fleet, it was decided to continue with the purchase of 55 buses to replace the RTS buses one year early.[1]

Both Nova Bus and New Flyer submitted bids for evaluation. New Flyer's bid was disqualified as they did not meet the TTC's requirement; in particular declining to supply a "Vendor Cross Reference Parts List". Nova Bus's proposal was further evaluated and it was determined to be acceptable. The contract was awarded to Nova Bus in April 2014.

At their February 2015 meeting, the Commission approved the purchase of an additional 50 buses to facilitate peak service improvements. With no additional funds to purchase new buses, the TTC looked at different ways to meet the requirement.

New Flyer submitted a lease to own proposal where they would build the buses for the TTC, and should they choose to, the TTC would purchase the buses at the end of the lease. New Flyer's proposal contained multiple technical and commercial deviations from the TTC's original specifications issued in 2013. Chief among them were reduced warranty periods, revision of the trigger point for latent defects, other transit agency's testing requirements instead of the TTC's, and the waiver of the requirement to submit a cross vendor parts reference list.[2]

Nova Bus proposed selling the TTC an additional 50 buses at the agreed upon price in the existing 2015 contract. The TTC would have to waive the penalties incurred as a result of delays to the previous LFS Artic orders and accept a reduced testing period for the pilot bus. This proposal was seen as the best alternative by the TTC.

Modifications

In Summer 2016, 8406 was selected as one of prototype buses to be equipped with the new Computer-Aided Dispatch and Automatic Vehicle Location (CAD/AVL) Vehicle Information System and Integrated Operations Network (VISION) system. This bus was removed from service until Summer 2018, when buses equipped with vision system are starting to deployed. The rest of this series started VISION installation in December 2018. The entire series was equipped with VISION by April 2019.

Deliveries History

All 105 buses (8400-8504) were delivered to Arrow Rd division.

Movement History

From September 2016 to December 2016, 8400-8405, 8407-8433 were transferred to Queensway to replace the 7300 series buses. 8434 transferred to Queensway in October 2017. From March to April 2018, 8400-8405, 8407-8427 were transferred to Arrow, and the remaining 7900 series at Arrow took their place at Queensway. In August 2018, 8435-8436 were transferred to Queensway. Between August and October 2018, 8400-8405, 8407-8427, 8437-8504 were transferred to Birchmount to replace the retiring 7700 and 7800 series. 8406 was transferred to Queensway in late November 2018 because VISION was started to be equipped at Queensway. In March 2019, 8406, 8429-8436 were transferred to Birchmount and 8412-8426 were transferred to Queensway. In late April 2019, 8400-8409 were transferred to Queensway in exchange for a few 79xx units. From May 2019 to July 2019, 8410-8411, 8427, 8429-8435, 8437-8440, 8455-8464 were transferred to Queensway. In August 2019, 8400-8409 were transferred to Birchmount. From September 2019 to November 2019, 8436, 8441-8454 were transferred to Queensway. From November 2020 to December 2020, 8410-8420 were transferred to Birchmount and 8465-8475 were transferred to Queensway. Ahead of the opening of McNicoll division on March 28 2021, 8471-8475 were transferred to Birchmount in February 2021. From March 2021 to June 2021, 8471-8483 were transferred to Queensway as this series undergoes their midlife rebuild. In August 2021, 8474-8483 were transferred to Birchmount. In October 2021, 8469-8473 were transferred to Birchmount. In December 2021, 8421-8459 were transferred to Birchmount. In November 2022, the remaining 9 units (8460-8468) at Queensway were transferred to Birchmount.
