Toronto Transit Commission 8400-8504
Toronto Transit Commission 8400-8504 are Nova Bus LFS buses built between 2015 and 2016. Apart from the trial unit purchased in 1998, these are the first 40-foot LFS buses purchased by the TTC. The pilot bus was delivered to the TTC in February 2015. The remaining buses are expected to be delivered from June 2015 to January 2016.
A request for proposals was issued in 2013 for a contract to supply 50 40-foot diesel buses for 2015 with options for 2016 to 2018. In their 2014-2023 Capital Bidget, the TTC identified the need for 55 buses (12 for growth and 43 for Scarborough RT replacement buses). After the Line 2 subway extension was approved by City Council, there was no longer an immediate need for the 43 buses. However recognizing the deterioration condition of the RTS fleet, it was decided to continue with the purchase of 55 buses to replace the RTS buses one year early.[1]
Both Nova Bus and New Flyer submitted bids for evaluation. New Flyer's bid was disqualified as they did not meet the TTC's requirement; in particular declining to supply a "Vendor Cross Reference Parts List". Nova Bus's proposal was further evaluated and it was determined to be acceptable. The contract was awarded to Nova Bus in April 2014.
At their February 2015 meeting, the Commission approved the purchase of an additional 50 buses to facilitate peak service improvements. With no additional funds to purchase new buses, the TTC looked at different ways to meet the requirement.
New Flyer submitted a lease to own proposal where they would build the buses for the TTC, and should they choose to, the TTC would purchase the buses at the end of the lease. New Flyer's proposal contained multiple technical and commercial deviations from the TTC's original specifications issued in 2013. Chief among them were reduced warranty periods, revision of the trigger point for latent defects, other transit agency's testing requirements instead of the TTC's, and the waiver of the requirement to submit a cross vendor parts reference list.[2]
Nova Bus proposed selling the TTC an additional 50 buses at the agreed upon price in the existing 2015 contract. The TTC would have to waive the penalties incurred as a result of delays to the previous LFS Artic orders and accept a reduced testing period for the pilot bus. This proposal was seen as the best alternative by the TTC.
