Toronto Transit Commission 4604-4663 are low-floor light rail vehicles (LFLRV) being built for the legacy streetcar network and are part of Alstom's Flexity family. The 30.2-metre-long cars can seat 70 passengers and accommodate 181 standees. Inside, the cars feature two spaces for bicycles, SVASAS (automated announcements), passenger assistance alarms and intercoms, and CCTV cameras. The streetcar network uses the proof of payment system with all-door boarding. Passengers are issued proof of payment (POP) when they pay their fare or purchase tickets from machines at stops or on-board the vehicles. Paying with Presto can be done with readers at each door. The cars within this order are identical to the original LFLRV order (4400-4603).
History
When the order for the 204 LFLRVs was placed, it was believed that they would satisfy demand through to 2027. However, as time progressed, a need for at least 60 more streetcars going into 2020 became apparent. The TTC had an option with Bombardier for 60 more LFLRVs at their current price which expired when the 60th car of the base order was delivered. This option was not taken.
In 2021, $139.752 million was allocated towards the procurement of the first 13 of the total 60 streetcars needed. The TTC issued a contract amendment (and Notice to Proceed) for the 13 streetcars to Alstom (which had acquired Bombardier Transportation) for delivery between 2023 and 2024. The contract amendment provided for a fixed price option for an additional 47 streetcars. On May 12, 2021, the provincial and federal governments each announced a $180 million contribution for 60 new streetcars and supporting infrastructure required at the Hillcrest Facility. The City would need to contribute $208 million to fully fund the estimated $568 million Streetcar Program.[1]
With the funding in place, the TTC approved the purchase of 60 LFLRVs for delivery between 2023 and 2025. The cars are being produced at Alstom’s Thunder Bay facility.[2]
Delivery and Testing
The streetcars are manufactured by Alstom in Thunder Bay, Ontario. Once final assembly is completed, they are transported by freight train to the Hillcrest Complex via a rail spur. Once delivered to the TTC, they are offloaded and sent to Leslie Barns and Russell Carhouse to undergo a number of inspections, modifications, and commissioning tests prior to entering revenue service.
The first car of the order, 4604, was delivered to Hillcrest on August 9, 2023. Following a media event at Leslie Barns on November 17, 2023, it was put into service for the first time on route 504 King, doing a round trip from Leslie Barns to Dundas West station and back.
