This route mainly provides service on Sheppard Avenue West between Yonge Street and Weston Road. It also provides service on Arrow Road/Signet Drive and Oakdale Road/Norfinch Drive between Sheppard Avenue West and Steeles Avenue West. There is one eastern terminal, which is Sheppard-Yonge Station. Western terminals include Weston Road for 84A, Steeles Avenue West and Signet Drive for 84C, and Pioneer Village Station for 84D. Branches 84C and 84D only operate during rush hours on weekdays.

History
- September 3, 2000 - Two afternoon weekday trips are adjusted to serve St. Basil the Great Secondary School at Weston Road and Starview Lane.
- May 27, 2005 - Route made accessible with low-floor buses.
- August 31, 2008 - Bike rack service is added to route 84.
- June 22, 2014 - Due to a system-wide reorganization of route branch designations, branch 84 to Weston Road is changed to 84B and branch 84A to Steeles via Arrow Road is changed to 84C.
- June 21, 2015 - Route is added to the Ten Minute Network. With service increases during the late evening periods on weekdays, service to Weston Road now operates at intervals of ten minutes or better whenever the subway is open.
- December 17, 2017 - With the opening of the new Line 1 extension, express branch 84E is introduced to replace the defunct 196B York University Express route. In addition, service on the 84D branch is extended to serve the new Pioneer Village Station. Branch 84B to Weston Road is redesignated 84A.
- September 2, 2018 - With the introduction of the TTC's Express Network, branch 84E is replaced with 984 Sheppard West Express
