I think Fleetwood will have decent ridership because Fraser highway is in the middle of community and people don't really need to transfer to get into Downtown Vancouver. The buses routes would need to be modified to better service the communties and the stations. So, I think the Provincial Government, the mayors, and TransLink would probably be smartful to study SkyTrain to Langley. Even if the ridership is not quite what they are expecting, I hope they would be smart enough to see why, if the problem is where the terminus is hopefully someone actually fixes it with an extension to Langley Centre with SkyTrain or LRT. Since this trip is not only a Surrey Centre to Carvolth short turn (I thought it was Carvolth to Walnut Grove terminus but looks like I am wrong) but is the new PM service start time (and off of the normal sched frequency of 20 mins) I get the feeling that this was taken into account when they scheduled it... Right now, the 480 comes every 15 minutes during afternoon off peak hours, 5-15 minutes during rush hour, and 20-30 minutes in the evening.
