Foothill Transit F250-F263 were 1991 Gillig Phantom Suburban 40' (4096TB6V92T) buses. They were delivered with dual headlights (quads), later changed to single headlights (duals) due to CHP regulations regarding bike racks blocking the view of the headlights. They were later retrofitted with exhaust catalysts.
