20 Victoria Hills is a conventional bus route operated by Grand River Transit. The route connects Charles Street Transit Terminal and Highland Hills Mall Terminal with the neighbourhoods of Cherry Hill and Victoria Hills.

While this route operates daily, there is no service west of Ingleside and Hazelglen during rush hours. At that time, service between Ingleside/Hazelglen and Highland Hills Mall Terminal is provided via route 19. Also, the last trip on Sundays/Holidays from Downtown operates only to Ingleside and Hazelglen before deadheading back to the garage.

As part of the 2011 Proposed Service Improvements, plans were to realign the 20 so it stays on Victoria Street for the whole length from King Street to Fischer-Hallman Road. Service to the Ingleside/Hazelglen looping would be eliminated. However, residents along the looping condemned the changes, as they would have a longer walk to the nearest bus stop. After reviewing the comments from the public consultations, the region decided to drop the proposal temporarily, and revisit the plan following the completion of walkway improvements from Ingleside Drive to Fischer-Hallman Road.[1]

As part of the 2013 Proposed Service Improvements, weekday and Saturday evening service was increased to every 30 minutes on September 2013.

As part of the 2015 Proposed Service Improvements Plan, the route will be modified to provide two-way service along Victoria Street South to The Boardwalk via Ira Needles Boulevard, with service removed from Ingleside Drive and Fischer-Hallman Road. The route will also extended east along Frederick Street to Stanley Park Mall via the Heritage Park community, replacing sections of routes 1 Stanley Park, 15 Frederick, 17 Heritage Park and 23 Idlewood. Sunday service will be increased from every hour to every 30 minutes.

Route 20 Victoria Hills would be renamed to route 20 Victoria-Frederick.
