During the past 5 years leading to this order, the NCTD board prioritized the need to replace aging equipment in the form of their 1980s-1990s Flxible high-floor buses; two years prior to delivery of those buses, a joint procurement for 35-40 transit vehicles was initiated with bidding set to expire at the end of August 2002. Three months later, the contract has not been awarded yet due to numerous problems such as insufficient funding; however, [[Fort Worth Transportation Authority]] had an optional order of ten 35-foot New Flyer buses which they assigned it to NCTD for about $3.5 million.
