This group can be solved together. As a daily rider of the 14, it's current routing is based on a former commuter pattern (from the origin of the Bathurst bus) that will change once Line 5 opens. Interlining with the 28 works to an extent, but service was better before.

My suggestions would be: 

14 Glencairn continues east on Glencairn, north on Mona Drive, east on Glengrove, north on Duplex, and east on Lawrence to Lawrence Station; Loop and back towards Caledonia. "14 Glencairn; Lawrence Station via Glengrove & Duplex"

28 is renamed to "28 Davisville", and starts at Chaplin Station on Line 5. Continues east on Chaplin/Davisville, where the route splits into one branch going to Thorncliffe Pk. Station (Ontario Line) via Bayview, Millwood and Overlea. The other branch continues the original route to the Brickworks. On the way back to Chaplin, the bus enters Davisville, but only does a street stop going eastbound. "28A Davisville; Thorncliffe Station via Davisville & Overlea", "28A Davisville; Chaplin Station via Overlea & Davisville"

Why? The east-west ridership of the 14 makes it too close to Line 5 to be needed. It's only real current usage is distributing passengers from Glencairn Station (developing area). Rerouting thru Forrest Hill won't be popular with the NIMBYs there, but if it were made a battery-only route, it might help. The only other problem is the turn on Mona, possibly needing a 35' bus (XE35 anyone?). Not sure why you'd want it to go to Eglinton. Might also help people going from Line 1 to the school group there (Havergal/Lawrence Park/Glenview/JRR).

The 28, as it is now, is really only for Bayview south of Davisville; A branch makes more sense than a dedicated route. The branch to Thorncliffe would probably do better when the Line opens, but would still connect Leaside to Yonge aside from Eglinton. You could even add a third branch that continues on Millwood/Donlands to Donlands station. 

Rip up the stupid park at Chaplin station, and put in a fare-zone loop. Both the 28 and 33 can end there.
