History
In August 2006, Metro Transit announced plans to purchase 150 hybrid buses and 164 clean diesel buses to replace older diesel buses in its fleet. The original proposal includes buses in this series. It accepted proposals from Gillig and New Flyer on December 12, 2006.[1][2] After finding both proposals were within the competitive range, Metro Transit invited both companies to discuss their respective proposals, and ultimately submit a "Best and Final Offer". While New Flyer submitted a Best and Final Offer that was $5.6 million lower than Gillig, Metro Transit rejected the offer on the basis that it deviated from what the agency required for warranty and training.[3][4] The contract was awarded to Gillig, only for it to be canceled because of a change in State law.[5][6] In addition, New Flyer also filed a protest, which was rendered moot in light of the contract cancellation.[7] The contract was rebid on July 2, 2007 and received bids from Gillig and DesignLine International Holding, LLC. After finding DesignLine not qualified to accomplish the contract, Metro Transit awarded Gillig the contract in October 2007.[8]
Most of these buses were pulled from service in March 2020 due to the COVID-19 pandemic. Some returned to service in June 2020. The majority of these buses returned to service by August 2021.
Six buses were converted into COVID-19 mobile vaccination units in April 2021 as part of a partnership with the Minnesota Department of Health. An additional five buses were leased to the Duluth Transit Authority to enhance fleet availability due to an ongoing parts shortage in late September 2021. All of the buses leased to Duluth, as well as one COVID-19 mobile vaccination bus, were retired by August 2022.
Metro Transit began retiring these coaches in March 2022.
