Suburban Twin Cities communities were frustrated at the lack of transit they received for paying into the [[Metro Transit (Minnesota)|regional transit system]]. They successfully lobbied the Minnesota state legislature to pass legislation to allow communities to retain 90% of the property taxes they collected to provide their own transit service. One of these agencies, '''Maple Grove Transit''', was established in 1990.
