The interior layout of a 2006 E40LFR

Coast Mountain Bus Company 2101–2199, 2201–2289 are 188 New Flyer Industries E40LFR units built in 2005–2007.

2101 is New Flyer's LFR prototype and is designated on the builder's plate as an E40LF built in 2005. It was unveiled in a public ceremony on July 20, 2005, at Stanley Park.

History

The procurement for this order was already under consideration as early as June 2000, when TransLink announced that the entire trolleybus fleet would need to be replaced by 2006. The trolleybus fleet at the time was made up of Flyer E901A and E902 buses procured in the early 1980s. TransLink commissioned a report recommending that the Flyer trolleys would be phased out over several years with 285–325 new ones at a total cost of $314–321 million.[1] However, this announcement was not without controversy.

TransLink critics argued that TransLink needed to rethink its decision to procure trolleybuses due to the higher costs when compared to diesel buses.[2] TransLink defended the decision by saying that purchasing diesel buses would be a step backwards in reducing vehicle emissions.[2] Technology alternatives, such as hydrogen fuel cell buses were not in mass production and were even more costly.[2]

The most vocal and critical of TransLink's decision were Surrey Mayor Doug McCallum and Coquitlam Mayor Jon Kingsbury, who were also the only members of the TransLink board of directors who opposed replacing and expanding the trolley fleet. They said that the reason TransLink was buying trolleybuses was that TransLink had a "Vancouver-centric bias" and not because trolleybuses were zero-emissions.[2]

In October 2000, the request for proposals went out for the procurement of new trolleybuses. Contract 001-04 called for the procurement of up to 325, 600-volt low-floor trolleybuses with limited off-wire capability.[3] The delivery was scheduled to commence as early as 2003. TransLink signed a $119-million contract with New Flyer and Kiepe Elektrik of Germany on January 21, 2004, for the delivery of the new trolleybus fleet.[4] This order was the eventual cause for rival trolleybus manufacturer ETI to go out of business, as that company had also submitted a bid but failed to secure the contract.

After the arrival of pilot unit 2101 in 2005, the remaining arrived in late 2006, early 2007. The arrival of the E40LFR trolleybuses meant the introduction of accessible service and bike-rack-equipped buses for Vancouver's trolleybus network. However, problems began to arise when the winter weather arrived in 2007 as many units experienced problems with their power steering. This problem was identified in January 2007, impacting all 39 E40LFRs that were already in service. The problem was caused when buses passed dead spots in the wires, which would result in a sudden loss of power steering. TransLink and New Flyer did not fully resolve the issue until March 2007.

Early units were delivered with hinges midway up the right front door, posing a hazard at the pinch point. To address this problem, some units were delivered with a Frisbee-like protector over the hinge but were later removed for aesthetics. The midway hinges were removed and the door design changed with unit 2182 and unit 2190 onwards.

Due to headlight visibility issues with bike racks, bikes were initially not allowed after sunset until the bike racks were replaced with a different style a few years later. In 2009, the interior fluorescent lights were replaced with LEDs on all units except 2101.

In 2009, passenger voice announcement and display systems by INIT were introduced. However, some units had displays installed as early as 2007 but were not activated until the full system-wide launch. CCTV cameras were installed in 2011. Compass Card readers were gradually installed starting in late 2012 and through 2013.

Throughout 2019 and into 2020, driver barriers were installed on all units.

In May 2022, coach 2242 was designated a prototype coach for fitting in an additional fan in the driver's area to compensate for these buses' lack of air conditioning. The additional fan was installed in the rear right corner of the driver's area. Following a period of consultation with operators, the installation of the additional fan began for all E40LFR coaches in September 2022.

On October 4, 2022, TransLink requested Federal Gas Tax funding from the Greater Vancouver Regional Fund to replace these trolleys for $414.6 million. All 188 E40LFR units would be replaced on a one-for-one basis between 2025 and 2028 with trolleys capable of in-motion charging.[5]

Deployment

This series is entirely based out of Vancouver Transit Centre, the only depot capable of operating and maintaining trolleybuses. These can be found on any of the nine trolleybus routes that operate exclusively 40-foot buses:

Details

Compared to all the others in the fleet, 2101 has an alternate seating layout and interior design, which was changed in January 2017 during its midlife refurbishment, but remains in a configuration unique to other units. It has silver stanchions and midway hinges on both front doors. Initially, 2101's livery was also different from other units as it had a prototype Sweep restyled livery, with the yellow at the front being thicker than the final and current version. This prototype livery was later revised to the current Sweep restyled design.

These units are governed to a maximum speed of 65 km/h. They are also fitted with a battery-powered emergency power unit (EPU) made of nickel-cadmium for approximately 1 kilometre of off-wire travel on level ground.
