Route 28 began operations in April 2008 due to increasing demand from the growing commercial areas located in the Highway 27 and Highway 7 area and to provide service to the newly developed "Vaughan Enterprise Zone" in the northwest area of Highway 27 and Highway 7.
Due to the discontinuation of route 27, an additional diversion to serve the industrial plaza south of Highway 7 and Highway 27 was added in September 2011.
Route 28 was declared fully accessible in December 2012.
Route 28 was renamed from "Zenway-Highway 27" to "Zenway" on July 2, 2013.
Due to low ridership during PM rush hour, all PM rush hour trips were converted to Dial-a-Ride on February 23, 2014. However, Dial-a-Ride was discontinued on June 29, 2014 when route 28 was extended north from Zenway to Rutherford. The route was renamed "Huntington" at the same time.
On June 27, 2016, route 28 was extended west into East Brampton, but due to low ridership service was reduced to weekday rush hours only.
Due to 2019-2022 budget reductions, route 28 has been proposed to be discontinued in January 2020 due to low ridership.
