History
- July 2, 2013 - Route 21 Vellore Local is introduced as part of the Rutherford Road/16th Avenue restructuring. It took the role of the former route 85B west of Vaughan Mills, with a small extension north to Retreat Boulevard via Vellore Avenue and Major Mackenzie Drive West.
- September 6, 2015 - As part of the 2015 Annual Service Plan, the route is extended north of Major Mackenzie Drive on Poetry Drive and Cityview Boulevard to Stanton Avenue and Canada Drive to better serve Tommy Douglas Secondary School and new housing developments. At the northern-end of the route, buses loop clockwise during the AM and counterclockwise during the PM.
- June 28, 2020 - All service is temporarily suspended due to ridership decreases during the COVID pandemic and replaced with Mobility On-Request Vellore Local. Service was previously reduced from two buses to one bus in April.
- September 2020 - This route is reintroduced operating only limited service school tripper runs to serve Tommy Douglas Secondary School. A morning and a late morning (early afternoon) run were introduced to coincide with reduced school hours due to COVID. It was soon cut down to only a late morning run, effective until the end of the school term (school specials suspended after April 9th 2021 when classes moved to online learning). Regular service still remained suspended.
- September 2021 - The late morning/afternoon limited school tripper run that operated during the previous year was replaced with the new route 467 (afternoon run only).
- April 30, 2023 - Service resumes as route 21 Vellore with weekday rush-hour service only, replacing Mobility On-Request services for the area. Also, the loop routing is expanded to operate via south on Vellore Woods Boulevard and west on Ashberry Boulevard to Weston Road, replacing part of the Route 165F branch that was discontinued at the same time.
