215 Indian River/Phibbs Exchange is a Community Shuttle route operated by West Vancouver Transit in Metro Vancouver, British Columbia, Canada.
Route Details
This is an east-west route in North Vancouver connecting Indian River and Phibbs Exchange. Service runs daily every 30 minutes, increasing to every 15 minutes during peak hours.
Eastbound trips depart Phibbs Exchange heading south on Orwell Street, east on Main Street becoming Dollarton Highway, north on Old Dollarton Road, south on Riverside Drive, east on Dollarton Highway, north on Ellis Street, east on Plymouth Drive, east on Mount Seymour Parkway, north on Mount Seymour Road, and east on Indian River Drive to Inlet Crescent.
Westbound trips depart from Inlet Crescent & Indian River Drive heading west on Indian River Drive, south on Mount Seymour Road, west on mount Seymour Parkway, south on Plymouth Drive, south on Ellis Street, west on Dollarton Highway, north on Riverside Drive, west on Old Dollarton Road, west on Dollarton Highway becoming Main Street, and north on Orwell Street to Phibbs Exchange.

History
- May 1989 - Service introduced as 215 Indian River/Phibbs Exchange, a peak hour only service running every 30 minutes[1]
- September 1997 - All-day daily service introduced and routing revised to service the Windsor Park area to replace portions of the 211[2]
- October 2001 - All late-night service discontinued due to funding shortfall and low ridership[3][4]
- June 2002 - Routing revised to go via Dollarton Highway instead of Old Dollarton Road due to realignment construction
- December 2002 - Routing revised to go via the new Dollarton Highway east of Amherst Avenue in both directions instead of along Old Dollarton Road and Riverside Drive East following the completion of realignment work on Dollarton Highway
- December 2004 - Route renumbered to C15 and converted to Community Shuttles. Introduction of service to Deep Cove via Parkgate Community Centre during off-peak hours[5][6]
- June 2005 - Routing revised to go via Old Dollarton Road and Riverside Drive to replace portions of the 212
- September 2005 - Route became bike rack equipped
- September 2014 - Service to Deep Cove discontinued. Early morning and evening weekend/holiday service increased from every hour to every 30 minutes[7]
- September 2016 - Route operations moved to Hamilton Transit Centre as part of a mass re-organization involving the closure of Oakridge Transit Centre
- September 2017 - Route operations moved to West Vancouver Transit due to inefficient deadheading between Hamilton Transit Centre and North Vancouver
- April 2018 - Community Shuttle branding dissolved: Route renumbered back to 215 with no changes in routing or frequency[8]
- May 2–11, 2020 - Service adjusted to start at 7 a.m. instead of 6:30 a.m. on weekdays and frequency reduced from every 9–30 minutes to every 20–60 minutes as part of cost-saving measures due to low ridership relating to the COVID-19 pandemic
- July 24, 2023 - Phibbs Exchange upgrades: Terminus moved onto street-side exchange on Orwell Street
- May 6, 2024 - Completion of Phibbs Exchange upgrades: Stop relocated inside the new loop. Temporary routing along Mountain Highway and Oxford Street to accommodate the temporary Phibbs Exchange configuration discontinued
- April 2025 - Service at the start of the PM peak hour increased from every 15–30 minutes to every 15 minutes
