West Vancouver Municipal Transit 951–959, 961–968 were a set of 17 New Flyer Industries D40LF units built in 1995. These were the first low-floor buses in the Blue Bus fleet. Along with the Orion I units, West Vancouver Municipal Transit became the first fully accessible bus fleet in Canada upon the completion of these units' delivery.

These buses are also the first in the Blue Bus fleet to feature the locally-designed decals picturing Ambleside scenery.

When first entered service in February 1996, flyers were distributed across the community to advertise the new buses. Two "free ride" coupons were included that were valid from February 15–18, 1996, to allow riders to ride the new buses free of charge.
