The Overland ELF (Economical Low Floor) is a low floor medium-duty bus that was built on a customized Ford E-350 and later E-450 Super Duty chassis. The ELF was developed at the end of the 1980s and went into production in 1991. It was equipped with a simple fold-out ramp to allow people with physical disabilities or limited mobility to board the bus. The advantages of a simple fold-out ramp included reduced costly service problems, down time and safety factors related to mechanical lifts.

The ELF body was built in Strathroy, Ontario with final Canadian assembly and finishing occurring in Thorndale, Ontario. In the United States, final assembly and finishing occurred in Brown City, Michigan by Starcraft Bus.
