C TRAN, formerly Chemung County Transit System, operates as a regional public transportation provider for the citizens and visitors of the City of Elmira, New York and its surrounding area. The operation of the bus system is managed by contract with First Transit.

A weekday commuter service is also provided between Elmira and Cornell University (Ithaca) for employees and students. In 2014, C TRAN began to operate service between Elmira and the town of Owego in partnership with neighboring Tioga County to replace the defunct Tioga Transit system.

Note: Bus service does not run on Easter Sunday, Thanksgiving Day, Christmas Day and New Year's Day. Only routes 7, 9 and 12 run on Memorial Day, Independence Day and Labor Day.
