Well they DID open phase 1 of the Highway 7 rapidway about 2 weeks early...

Well they are built under P3 so obviously they should have a few weeks of leeway just not to get screwed over for being late.

The project doesn't end run after opening either, they still have cleanup, tree planting, etc which might last till Spring.

Indeed, there is still a lot of clean-up to be done. They had to drastically change Davis Drive, and once spring comes around, they can finalize all the cosmetics.

Phase 1 of the Hwy 7 rapidway had all the cleanup, tree planting, etc. finished before the rapidway itself. It was phase 2, 3, plus the Davis Drive opening where it's the other way around.

There's no point in putting anything green into the ground now, there's almost nothing that they could plant that would be hardy enough to survive the winter without proper rooting - including grass.

As for the rest of the clean-up - I guess that depends on how much exactly there is to do. Stonework/pavers can be done, but may need to be heated depending on the cementing compound. Concrete can be done throughout the winter, provided it is mixed for the conditions and kept properly while setting. Asphalt too, but it needs to be clean and dry.

Any timeline for Viva to be converted to LRT? I know that is the plan.

They do have a provision to convert the rapidways to LRT, but currently there is no timeline which would require additional funding commitments and enough passenger demand. Light Rail Transit can carry a lot more than buses, but you also need to ensure there is enough demand to support it or else it would simply be a waste of money like the Sheppard subway.

Right now, they are just simply building out the network on Highway 7 and Yonge Street.

Right now, they could keep adding bus frequency to meet demand. How many buses per hour would be the max before LRT becomes feasible?
