the first 35 of the 49 have arrived and will replace the remaining S13xx and S5xx in HTC. HTC should also have extra G5 to replace remaining units in PCT.

How about the 2 in WVMT?

Yeah they can't retire the 2 just yet

Then there's the 5 high-floor shuttles added to this order, if we look at the first page.

49 Low floor, then 5 high floor.

Holdup: if you add this up, it makes sense for a couple of these low floor shuttles to end up at WVMT. 

Another conclusion can be reached: blue-top girardins are highly likely. These can go to HTC or PCT, PCT will receive spare G5s regardless.

yes

Effectively since S531 is a writeoff, 
S501-S530, S532-S544, S1322-S1325, S1302-S1320 is 49 ElDorado shuttles needing replacing.
