We do know which transit centre they will run out of.  There's a line in the capital plan to upgrade RTC to accommodate double deckers.

2020 deckers delayed to Q2 2021. 
351 introduction is scheduled for Q3 2020 (and the wording "351 Crescent Beach" could/maybe indicate that the split of route 351 will not be happening? We'll see. Still reading this doc as I'm typing).

I've only hopped on the upper deck, and I didn't see those ports. But what I know from Hong Kong, most of the USB Ports are only located with some seats on lower deck in the back of the bus.

As far as I know, Ottawa doesn't have USB ports/power outlets on their double decker buses. 

Go Transit (GTHA) has electrical outlets (you need a plug) on the SuperLo double deckers. 4 on each level. Two of them in the accessible area on the first level.

 @GTAmissions1 is correct. Octranspo did not order USB plugs for the latest batch of DD’s

Still sitting in the same spot it's been sitting for the past couple of months, with temporary permits on it dated from April. Now at least it has company because 19419 is right beside it. :P

will those 2 units be into service in september after labor day weekend?

19419 and 19422 moved from the spot they were sitting. Looks like they're finally doing something!!

19419 looked to be getting its equipment installed yesterday. This morning it was still there, but 19422 had been moved to parts unknown.
