Central Georgia changes

We need to make some major changes regarding Atlanta suburban services. First, Georgia RTA is now the State Road and Tollway Authority, operating as "Xpress". They have 25 commuter routes, operating Mon-Fri rush in rush direction only into Atlanta. Service is operated under three contracts: First Transit (under CobbLinc), Transdev (under Gwinnett County Transit), and Transdev under a direct contract with SRTA. First two contracts are based at Cobb Community Transit's and Gwinnett County Transit's garages, the last at a Xpress-only garage at Forest Park GA (5250 Frontage Road). Gwinnett County transit has its own assigned fleet, while the Cobb and Forest Park operations seem to have a pooled fleet.
