Not even remotely close. It looks like the Caltrain equipment will be an entirely new class of vehicle. One that starts out as a pretty standard European railcar design but has been modified to meet many-to-most of the FRA crashworthiness regulations - but with enough additional technology on the railway around them to allow them to run in some sort of "mixed traffic" scenario.
