So is there a particular reason for moving all the LFS HEVs to Vancouver TC? Is it just fleet consolidation? Are the Vancouver routes that much more stop-and-go than in Burnaby? Are the hybrids better able to keep to trolleybus schedules during dieselization? Or is it because of complaints about routes like the #15 and #33 not being all-hybrid? Or some combination of the above?

The most likely reason is because BTC is taking over NVTC completely.  Vancouver routes do tend to have much more stop and go compared to Burnaby routes and the stops are closer in Vancouver as well.

The 106 112 and 144 are going to HTC in September along with other BTC routes.  Basically anything that goes to New West station and Edmonds station will be transferred to HTC.  Other depot's will be sending work to HTC as well.

On the topic of hybrids and hills, I did and N19 on Easter Monday with S15005 and it went up Sixth from Columbia amazingly.  Got up to 40km/h quickly and slowly picked up more speed after that.  HEV's have struggled to get up 20km/h on that hill and the engine would be at full power.

Back on topic of bus transfers, sort of, at this point HTC will be a mix of CNG and diesel.  No mention of hybrids at this point.

I will say though. With a full load. The smooth brakes of the hybrids definitely compared to the diesel models. Although each bus varys, 9410 & 9411 are both ROCKETSHIPS!  those two will destroy any diesel off the line and so forth. The reason the hybrids are so slow is because they are all in Economy mode. If they were in Sport mode, like 9410 & 9411, they wouldnt all perform the same, but they will definitely perform better on the bills.
