The construction activity in the Iris Street area that was to have been completed on July 10, 2022 has been delayed. This has meant that Route 58 being required to continue the detour. As well, all buses travelling to/from Baseline Station at Iris has using the Temporary Iris Street alignment. 

Once the required construction activity is completed, the detour on Route 58 will be lifted. As well, all buses and traffic will use the newly built Iris Street overpass crossing over the future LRT Guideway.

Note that the labour disruption that they are referring to below is likely LIUNA Local 527

Iris Street Temporary Road Closure Update
July 20, 2022

As part of the Stage 2 O-Train Light Rail Transit (LRT) project, Iris Street, between Parkway Drive and Adirondack Drive, has been temporarily closed to vehicular traffic since June 10.

It had been expected that construction activities, including critical utilities relocations and road work, would be completed and Iris Street re-opened by July 10. However, due to unforeseen circumstances, including a labour disruption, the closure has been extended until at least August 7.

We regret this delay and apologize for any inconvenience.

Signed traffic detours will continue to be in effect, and pedestrian and cycling mobility in the area will continue to be maintained with detours and posted signage.

Accessibility is an important consideration for the Stage 2 LRT project. The Stage 2 team makes every effort to provide access through and around construction sites. If you require special accommodation, please contact: stage2@ottawa.ca.

My guess is the ramp is closed, but it's not posted because no bus routes normally serve that ramp.

I went to Iris Street on Friday to check out the new Iris Street Overpass that is being built (which was suppose to have been completed on July 10 but is delayed). Below are some pictures.

I have gone by numerous times over the last week, correct me if I am wrong, but essentially buses will travel over the bridge WB, and turn right down a “slip ramp” to the NB stop which is EB technically before turning north onto the Transitway?

What is expected to happen to the Transitway between Lincoln and Iris Station over the next few years? Will the Transitway remain parallel to Line 1 on this corridor to provide access to the 417WB and route 50/58 to Lincoln Station in the future?

That's what it appears.

And I will say that the ultimate configuration appears to been somewhat revised and is slightly different than what the City had presented to the nearby communities back in May 2017 (Reference: https://documents.ottawa.ca/sites/documents/files/iris_pinecrest_creek_relocation_en.pdf - PDF Pg 17 of 29)

At face value from the City's report presented to City Council on February 27, 2019 that was approved, yes that is what I understand -- the Southwest Transitway between Lincoln Fields and Iris is to remain open at all times until substantial completion (Reference:  Traffic Mobility and Detours Appendix 7 https://pub-ottawa.escribemeetings.com/filestream.ashx?documentid=30603).

This was why the Southwest Transitway between Lincoln Fields and Queensway was widened and bus moved over to the widened lanes; Queensway Station northbound was relocated to its new location (along with northbound traffic using the previous passing lanes in the southbound direction); and the closure of the ramp from Upper Level Queensway Station Eastbound to the Southwest Transitway -- all to make room for construction activities for LRT. 

That being said, the part that I am not clear on is what the City means by "substantial completion" - does it mean the Southwest Transitway will continue to be used by buses once LRT construction activity is completed but before LRT opens to the public, that I don't know.

As for the "Transition Detour" involving Routes 50 and 58 (https://www.octranspo.com/en/alerts/#alert-80701), I anticipated the detour will be lifted soon as the new Iris Street Bridge is fully open. (They say August 7, but we shall see).

Well, they gotta run R1/R3 when the piece of junk breaks down somehow. laugh.gif.f5c365f96f808409c315834fedd89832.gif They should keep that road open if they don't intend on using that specific stretch of road per LRT conversion. Will save buses greatly instead of forcing them on busy Carling and Woodroffe Ave.

Personal opinion here: Ironically, I had been wondering if the City would consider keeping the existing lanes of the Southwest Transitway (albeit realigned from December 2021) in operation for emergency purposes after Stage 2 LRT is up and running. It would definitely be very useful for the future R1/R3 in the event of a service disruption. I suspect the City intends to remove the Southwest Transitway once LRT is open tot he public. Keep in mind that the original 2025 opening date from Tunney's to the west is delayed --  who know, hopefully someone could change their minds?

That being said, the part that I am not clear on is what the City means by "substantial completion" - does it mean the Southwest Transitway will continue to be used by buses once LRT construction activity is completed but before LRT opens to the public, that I don't know. 

"Substantial Completion" is a very specific, well-defined term. Basically, it means that the construction work is functionally completed - that the item is complete enough to hand over to the final owner and used in its final purpose, and thus trigger any payments that come along with it - but may still need to have some smaller, less-important items that need to be completed.

 

In this case, "substantial completion" sounds like the LRT would be finished enough to hand over to the City/operations, but would still need some smaller items, such as say signage and landscaping, to be completed.

Anticipated Alignment

Presently, this is the bus traffic movement (highlighted in yellow) via the Southwest Transitway going through the Temporary Iris Street realignment.

The following is what I believe to be the anticipated alignment will be for bus traffic movement once construction is complete via Southwest Transitway going through Iris Station and the new Iris Street Bridge (based on observations of the construction activity)

Construction appear to have begun yesterday.

It does appear that the construction activity that was anticipated to have been completed for tomorrow (Aug 7, 2022) will not be complete until next week (Aug 14, 2022). This is based on date listed on the construction sign board on Woodroffe Avenue at Iris, as well as the City's traffic page

Update on the Iris Street Bridge construction.

Yesterday (August 14, 2022) was suppose to be the revised completion date - that hasn't occurred. However based on personal observations today, they are getting close to completion. 

Paving over the new Iris Street Bridge is complete. The contractors were in the process this afternoon paving over the future realigned Transitway portion at Iris Station.

The Iris Street Bridge (as well as the realignment of the Southwest Transitway at Iris) will be operation this Friday, August 19 - this confirmation is based on the A-Frame sign posted outside of the bike shelter.

I know I stated in the above post last night that the Iris Street Bridge would be in operation tomorrow (Friday, Aug 19).

However, CBC Ottawa Traffic on Twitter is indicating that it will be opening today (https://twitter.com/cbcotttraffic/status/1560213173021691905). The only public information on the opening date is the A-Frame signage posted at the bike shelters and nothing on OC's web site. 

I'm flagging this just in case it does open today instead of tomorrow.

I tried it out this afternoon. Everything seemed to worked fine (surprisingly no issue with the sharp right-turn for northbound buses).

Update: temporary transitway bridge noise

The City of Ottawa has heard the ongoing concerns about the noise generated from vehicles on the temporary bridge near Roosevelt Avenue.

In response, the Rail Construction Program (RCP), OC Transpo and contractor Kiewit -Eurovia-VINCI (KEV) have implemented several measures and are investigating additional measures to further mitigate noise. This process takes time.

RCP and KEV have reviewed the design and construction of the bridge and confirmed it meets the design and safety standards. Measures implemented to date have been to mitigate noise from the structure and bus operations.

The following noise mitigation measures are already in place:

• Cover plates at both ends of the bridge were removed.
• Bolts are checked on a regular, ongoing basis to ensure there are no loose pieces generating unexpected vibrations. This will continue throughout the operation of the bridge.
• Additional noise barriers were installed on fencing along the multi-use pathway (MUP) on the south side of the Scott Street detour.
• Stop signs were added at both ends of the bridge in each direction.
• Reduction in speed on the bridge to 30km/hr.

We are not done.

Engineers and design experts have been reviewing additional possible noise mitigation measures.

The City has directed KEV to install additional noise barriers on both sides of the bridge structure. The noise barriers will be installed by the end of October. In addition, engineers have recommended the installation of blocking on girders in the middle of the bridge which is expected to reduce noise. This work is expected to be undertaken during the week of September 26.

From an operational perspective, OC Transpo completed a two-week speed monitoring and enforcement blitz from August 29, 2022, to September 16, 2022. Special Constables were on site at various times of day and night monitoring speed and compliance with stop signs. They continue to monitor the area. OC Transpo is also reviewing data regarding speed and compliance. As you can appreciate, thoughtful review and analysis of the extensive data gathered during this period takes time. We anticipate we will be in receipt of additional information from OC Transpo in the coming weeks. We will provide an update once we have had an opportunity to review their report.

We are hopeful these additional measures will reduce noise on the temporary transitway bridge. We are grateful for your patience and understanding as we implement the above solutions and review their effectiveness.

We have heard residents’ concerns regarding the changing noise environment around the temporary Transitway bridge near Roosevelt Avenue. The equivalent average sound level (Leq) were predicted to be moderate (55-60 dBA) and elevated (greater than 60 dBA) nearing the Sir John A. MacDonald Parkway. The second assessment, Scott Street Detour – West of Churchill Avenue Noise and Vibration Assessment report by CTP2 (2017) assessed traffic noise impacts in the area, including operations of the temporary Transitway bridge detour.  Without any LRT project activity in the area and just traffic noise, 469 Duchess Avenue was predicted to have 61.53 dBA Leq per 16-hour time frame (average over 16 hours). In addition to the pre-construction assessments, a background assessment was completed by the contractor, titled Community Noise Impact Assessment completed by EWC (2020). As part of this assessment, monitors were installed along the Confederation line to collect background measurements, including at the corner of Duchess Ave and Workman Ave. Background measurements at Duchess and Workman Ave were 59 dBA Leq for a 16-hour period.
 
We understand, however, that residents are particularly concerned about the change in the character of noise of this area following the operation of the temporary Transitway bridge. Specifically, concerns relate to the intermittent nature of impact noise generated as vehicles travel over the temporary Transitway bridge.
 
Road traffic noise is typically assessed in terms of equivalent average sound levels (Leq) and not single event noise (Lmax), which better characterizes the type of impact noise affecting residents. A review of international noise guidelines for urban transit projects suggests that some jurisdictions are measuring train pass-bys as single event noise through Lmax levels with target noise goals in the range of 80 to 85 dBA Lmax. The Lmax guidelines are not intended to be used to characterize road vehicle noise but can be used for comparison in these circumstances. It should be noted, however, in other jurisdictions including Ottawa guidelines for airborne noise have not been adopted for new surface transportation projects as they relate to existing buildings.
 
Moreover, road traffic noise guidelines from the Province of Ontario (developed by the Ministry of the Environment, Conservation and Parks and the Ministry of Transportation) and the City (Environmental Noise Control Guidelines) are intended to address long term noise impacts from permanent road conditions. The temporary Transitway bridge is not a permanent structure and as such, would not fall under the provincial guidelines. 
 
Although municipal and provincial guidelines do not apply to the temporary Transitway bridge and single event noise (Lmax) is not the standard of measure, the City of Ottawa installed noise monitors near the bridge structure to get a better understanding of the nature of the noise generated by the operation of the temporary Transitway bridge. It should be noted that monitors do not discern between sources of noise and as such, the data gathered cannot be definitively attributed to the operation of vehicles over the temporary Transitway bridge. 
 
Below is a summary of the initial data collected, including context as to how it is interpreted, in these circumstances.
 
Data was gathered from the noise monitor located at 2171 Workman Avenue in 1-minute intervals over several days. A comparison was made between the data gathered overnight from September 29 to 30, 2022 (when buses were operating) and from October 10 to 11, 2022 (when buses were detoured between 11:30 PM and 6:00 AM). The comparison during this overnight period reduces the potential for confounding noise sources (i.e. daytime construction).  During the night-time period, the highest sound level recorded while buses were operating on the bridge was 76 dBA, at 02:19 AM on September 30, 2022, in comparison with 74 dBA at 05:44 AM on October 11, 2022, during the bus detour.

As expected, the majority of night-time noise events are louder when buses are operating. During the 11:30 PM to 6:00 AM period, the 90th percentile of 1-minute interval Lmax values was 70 dBA compared to 57 dBA during the temporary overnight bus detour. Note, that the Lmax levels here represent the highest 1/8th of a second within each 1-minute interval (based on the fast response setting used for the measurements), whereas the average equivalent sound levels over the night-time periods will be significantly lower. Although the buses appear to contribute to the noise environment and may disturb residents, the maximum noise levels are not beyond what could be expected in an urban setting near to a transit corridor.  
 
We appreciate resident concerns on the changing character of noise within this area. While the data collected confirms the noise levels are within reasonable levels for an urban area, we continue to explore additional noise mitigation measures identified in attempts to improve these conditions.  A further update will be provided on these measures as soon as additional information is available.

Some minor changes to Bayshore Station (Stop A), as well as this weekend's closure of Bayshore Station

November 12-13: There will be some minor changes to Bayshore Station to accommodate the ongoing Stage 2 construction.

November 12 at 8:00 pm until Sunday, November 13 at 1:00 am

Buses will service a new Stop A that has been moved east, closer to the station crosswalk. It will have a new shelter with an emergency phone.

Sunday, November 13

  • 1:00 am to 4:00 am: Bayshore Station will be fully closed. All service will be moved to Woodridge Crescent and Routes 57, 61, and 85 will be detoured. For details on impacts to bus stops and routing, please see the Detour: Bayshore Station full closure alert.
  • 4:00 am: Bayshore Station will re-open and buses will return to servicing new Stop A.
  • 6:00 am: The pedestrian pathway to access platforms on the north side of the station will be adjusted to accommodate construction. It will include a section of temporary pathway.
