This isn’t just limited to the CNG’s. This happens regularly within the larger fleets as well.

If I was to hazard a guess, they’re sidelined for longer periods waiting on CNG specific parts periodically, that CT wouldn’t keep in stock at the garages, for obvious reasons. They’d be shipped in from flyer or Cummins distribution centres.

backorder parts delays would be fairly common for the rest of the fleet too. Obviously properties try to minimize downtime, but it’s a fine balancing act between that, and keeping parts worth many thousands of dollars on the stockroom shelves gathering literally inches of dust for “that one time we actually needed that thing”

I believe Edmonton and Calgary will share their parts stock too, in particular for expensive, rarely needed parts. This might be more so on the LRT side of things mind you. As an example, ETS would keep 1 of part A on hand, CT would keep on of Part B.

In the case of the CNG's, well, CT would be on their own.

Might work if the parts are held on consignment. Whomever’s hands carry said part over the counter, pays, regardless of whose stockroom it’s in.

I believe that over here in the nascent country of Dougiestan, parts are not owned nor paid for by the TTC until they leave the central wharehouse inside hillcrest complex.
