O-Train Line 1 | The Confederation Line

This afternoon, I spent a bit of time watching the LRT testing between east of the future Pimisi Station, and west of West Portal of the Tunnel.

Between 2pm and approximately 3:30pm, based on my observations, it seemed like they were simulating some sort of LRT service disruption. Trains were running infrequently between Pimisi and Tunney's Pasture. Eastbound service was running on the westbound track. And finally from afar, the exterior announcement (not sure if it was coming from the train or from the station platform) said that service to Lyon Station instead of Blair Station. 

After 3:30pm, the trains were running "normally" (i.e. eastbound trains were on the eastbound tracks).

From my observations Tunneys Pasture Stn. I've heard the Announcement when a train is is about to depart go something like "The Next train to Blair is on Track 1"  On occasion I would hear the same message with St Laurent in its place.

Not sure if anybody noticed, but they were running a lot of single trains instead of double/coupled trains. Here are my sightings this afternoon:

- 1133
- 1126
- 1121+1104
- 1113
- 1105
- 1130
- 1114+1132

I've noticed this 2 weeks ago when I spent the day in the east. Afternoon trains would run coupled, but then after 5 - 8pm they start running singles.

I think the Mayor did say that LRT would be open before July 1st via Twitter response from various people last month:

Based on what I've seen in terms of LRT testing, I am doubtful they will achieve a date prior to July 1.

Although I can't confirm what I'm about to say, I suspect the City was hoping to have LRT open on Sunday, June 23 (which is also the first day of the Summer Service change/booking). If that was the case, RTG would need to have achieved an RSA date probably by next week at the latest. As far as I know, they have not commenced a 12-consecutive days of testing.

June 23 (or late June) is still mathematically possible if they complete a perfect 12 day run starting this week and hand it over at the beginning of June and the city takes less than 4 weeks to transition to launch.

Not betting on that though.

June 23 is a firm start date for the Summer Booking. There are two sets of service schedules (as well as two sets of bus operators shift schedules) prepared by Planning. 

Once an RSA Date and Opening Date is announced and known, they will transition accordingly.

When you say two sets of service schedules, that's one set of schedules without LRT and one set of schedules with LRT?

Correct, there are two sets of bus service/timetables and the associated bus operator work shifts that have already been prepared. The one without LRT (i.e. status quo) is referred to "June 2019 Pre-Rail Booking", and another set with LRT in service is referred to as "June 2019 Post-Rail Booking".

As a matter of fact, there are currently two sets of work for this current Booking (the April 2019 Booking).

I stand to be corrected, but I believe most (if not all) those affected by the layoff are still employed by OC at this time.

As well, since that article and the delay of the launch of LRT, they have still hired and trained new operators -- in fact there is still a job posting (https://ottawa.ca/cgi-bin/jobs.pl?id=2018-EX-EN-52280178-01, posted from September 14, 2018 to June 28, 2019). 

And as the delays occur, some of the more "senior" of the junior operators affected by the layoff previously announced will likely be allowed to stay on once LRT opens as hiring continues, and some of the more senior operators retire.

Ottawa Citizen: Council to learn 'substantial completion' decision Wednesday

RTG submitted paperwork to the project’s independent certifier to decide if the project has reached substantial completion. The certifier had until late Monday afternoon to make a determination.

A substantially complete project would mean the LRT system is virtually ready for use. The declaration would allow RTG to begin the mandatory 12 days of full-system testing mimicking regular transit service. If, at the end of the 12 days, there were no major problems, the LRT system could be handed over to the city.

Broadly, the IC agrees with the City’s opinion that RTG has not achieved Substantial Completion and agrees that additional work is required. Not too much to report however the current timeline provided at the May FEDCO (no doubt achieving RSA in Q2 2019) is still current. More updates at next FEDCO on June 4, 2019.
