Confederation Line is aiming to resume service in two weeks pending maintenance and other safety checks which is most likely partial service with seven trains. 

November 1st is the planned date which the plan has to be approved by the safety consultant TRA.

Dont they have written procedures? Manuals? Supervisors ensuring that the work is properly completed? 

How is this allowed to happen?

Thought I'd mention this but at Blair station the S1 on the bus flag as been covered up by white stickers. Not sure if S1 has been cancelled, but yeah, looks like a terrible patch job if you ask me. Not sure if Tunney's Pasture or Hurdman S1 logo is patched.

I will say though, I'm surprised after two years OC is still undecided on route designations for supplementary bus service... First it was R1 Express, then S1, now its R1 Express again, but the twist is it has the same routing as S1 with exception of serving Rideau and not serving Hurdman in the PM.

The S1 was a special supplementary service paralleling the train created at the behest of transit commission early-2020 to help commuters get to/from downtown. This route no longer exists, and will unlikely return unless the experience of early-2020 replicates itself. It was suspended at the onset of the pandemic.

The R1 is a replacement service that replaces the train when the latter is not operating, and includes express variants. If the R1 had to be implemented during S1's operating hours, S1 would be suspended to support R1 service.

In terms of the patch job, it's a simple white sticker that was applied in the rain. The S1 indicators will likely be permanently removed whenever some bigwig decides it will never run again.

On the topic of R1, two new early morning trips have been added to its schedule, departing Tunney's Pasture and Blair stations at 04:30 and 04:45. These trips are scheduled so that they reach the other end around 05:20, the same time as the first train if it was in service.

Memo: Update on Rideau Transit Group return-to-service plan: start of testing

The purpose of this memo is to confirm that some test trains will begin operating on portions of the system this afternoon.

Progress continues to be made towards restoring partial Line 1 service. Under the oversight and ongoing monitoring of the independent rail safety expert, Transportation Research Associates (TRA), RTG technicians have been deployed to the site to perform critical activities including train inspections and tasks related to relaunching service on the system.

Prior to service resumption, the entire system will undergo a robust testing regime with three main areas of focus:

  • track and infrastructure
  • train testing
  • full system-wide tests


This testing period will commence today and continue throughout the following weeks leading up to the resumption of partial service, anticipated to launch in the first two weeks of November. Throughout this testing period, customers will see trains running at different speeds, on different sections of the track, and stopped for long periods of time. Trains will sometimes run the entire track from end-to-end and at other times may only run for short distances on the line. Trains will also often cross over between the two tracks on the line. At times, many technicians will also be on the line as they perform inspections of all components of the track and rail infrastructure.

This testing will be critical to allow TRA, RTG and the City to confirm that all the repairs on the trains, track and the infrastructure meet the quality standards required for a safe return to service and continued operations of Line 1. As previously communicated, TRA has performed their preliminary assessment of the situation and they are now in the process of developing their own detailed workplan following the receipt of RTG's proposed return-to-service date and associated workplan.

The purpose of this memo is to provide Members of Council and Transit Commission with an update on the Rideau Transit Group's (RTG's) testing and return-to-service plan.
 
As of this morning, 11 trains (22 single cars) have been inspected, with nine trains (18 single cars) tested to date under the oversight of Transportation Research Associates (TRA). The entire rail fleet continues to progress through the detailed safety certification process and the track and related infrastructure repairs are undergoing the final validation and assessments required to enable a return to revenue service. 
 
As trains pass the inspection process, they are being operated on the tracks to verify all train system functionality prior to a final system-wide test. Over the next few days, the public will continue to see technicians on the track as well as trains travelling at various speeds, and sometimes stopped for various lengths of time while testing continues to progress. 
 
It is anticipated that before the end of the week, a full system-wide test of Confederation Line 1 will take place over two days prior to returning to revenue service. During this time, the public will see multiple trains operating across the entire system, stopping at stations, making announcements and simulating regular revenue service operations. 
 
Ultimately, the return-to-service day is contingent upon RTG providing, to the satisfaction of TRA and the City: 
  • a robust and fulsome quality assurance program 
  • updates to their maintenance programs and processes, to ensure that the root causes of the recent derailments are fully addressed. 

With this continued progress and contingent upon the completion of RTG's return-to-service plan and TRA's and the City's concurrence, it is anticipated that we will be able to provide a technical briefing with TRA before the end of the week, which is a Council requirement prior to the resumption of revenue service. 

The plan remains to resume a partial return to service with seven (7) trains and two (2) spares in the first two weeks of November, and to incrementally expand service throughout the month of November.

Further updates will be provided as more information becomes available.

Per this memo sent out today, Line 1 service is expected to partially resume this Friday (Nov 12) with 7 trains + 1 spare. They are expecting to expand service incrementally, with full service now expected by the end of November.

In addition, R1 service will remain in place for the time being, though it may be reduced beginning next week.

8 minute frequency is indeed confirmed!

For those wondering why trains are crawling out of Rideau Stn in the EB direction.

I enquired with Glen Gower (Stittsville Councilor) and this is what I got back.

“I can confirm that yes, there is a temporary speed reduction (TSR) located just outside Rideau Station and is a very short section of the track.  We have no safety concerns with operating, and it is common practice in all rail properties to place temporary speed reductions / restrictions on portions of the line.  Most commonly, rail properties use TSR’s to in periods of extreme temperatures, particularly in the summer months.  

 

In our current situation, following our return to service we have asked RTM and city staff to be extra diligent in reporting anything that they feel is out of the ordinary.  At this specific location some operators reported that the train does not ride as smoothly over the area as it does in other locations.  As a result, RTM technicians conducted an initial assessment and out of an abundance of caution implemented a TSR.  RTM will continue to monitor this location and will be conducting some work over the coming nights (most likely rail grinding) to smooth out the track which will ultimately lead to the TSR removal.

 

I appreciate your residents sharing this information.  RTM is taking the correct course of action in implementing a TSR, and investigating what they need to do to rectify the ride quality issue at this location.  TRA, as part of their on-going monitoring has been kept apprised and is actively engaged in this and other general maintenance in addition to their oversight of the return to service plan.”

Hint: There are a bunch of e-mails showing Manconi's frustration with RTG/RTM over the 12 consecutive days of testing prior to announcing the handover in August 2019.

O-Train Line 1 - A Discussion on the State of the O-Train - November 2021

O-Train Line 1 opened in September 2019. In the following 2 years of service, it has encountered numerous technical challenges. The most recent set of issues involved two derailments, 6 weeks apart in August and September 2021.
