1500-1689 won't be rebuilt, they will be retired and 1700-1829 will only have 62 of their units retired so I am assuming that the rest of them are going to be rebuilt after the 83xx series.

About 8186, it hasn't been in service since I saw it at Birchmount. It's back was looking very dirty. Like this: (It's the one at the very far right)

And 1398 might have been finished it's rebuild, it was on 199C today morning but shortly went out of service before noon.

EDIT: It's on 57 Midland now, and is in the new livery. Add 1398.

As mentioned before 1229 and 1402 are rebuilt.

1399 should be too. It's on the 71 now.

It's like the time when a bunch of retiring fleets (35xx, 39xx, 92xx trolley buses, etc) also received mixed paint schemes. I believe it was also based on a concurrent decision to transition the livery as well, pending the delayed approval of acquiring the paint, decals and other materials or design themes.

They could had been done earlier and put on hold for whatever reasons.

I don't think any of the OG's will be getting the new livery because those buses were rebuilt way before the new livery was implemented for future deliveries and rebuilds. Plus, over the next few years, all of the OG's will be retiring. After 1200-1423 and 8100-8219 are all rebuilt then 8300-8396 will be next and after that 1700-1829 (only the buses that are not retiring). 1500-1689 won't be rebuilt, they will be retiring early.

1340 is refurbished into the new livery. Caught a glimpse of the bus, but missed the number (an app a friend recommended came through with the info).

Are the TTC Orion VII Hybrids facing the same problems that OC Transpo's Orion VII Hybrids are having?

I would think so, considering TTC's hybrids were very well known for having problems somewhat often. They got called 'Dybrids' because of that. Even OC's hybrids broke down less.
