Unless either Selkirk explode's by approximately 30,000 people (or if Beaver Bus Lines starts to really rake in riders), is there any real need for 35/40-foot buse's in Selkirk yet?

Nope. The smaller light duty buses are fine for the amount of riders they get and the type of service they run.

I really can't see them ordering anything other than New Flyer considering how close Selkirk is to Winnipeg.

It's pretty hard to buy just one bus from Flyer. Flyer builds just enough buses for whatever order they have. I think Selkirk will have to go elsewhere like Vincity or one of the other smaller manufacturers.

The RFP for 1 30' bus has been awarded to Grande West. They were the only bidder and the bid price for a 2018 model 30' Vicinity was $387,500 plus tax for a total cost of $437,875. 

Selkirk has already had a Vicinity bus in service for about 1.5 years and the staff report notes it has performed exceptionally well with few maintenance issues.
