Apparently, the guy was running for the bus, as it was turning, and he slipped under the wheel! It had nothing to do with the school bus. It was just there. No there was no freezing rain in Montreal this week. The article was wrong on that. The small rain/snow combo may have made the roads a lil slick, but not much more.
