(skip the figure below statements etc, im only posting the written portions, not the graphs) The Tecumseh Transit Service (TTS) has now completed its sixth year of operation after being introduced to the northerly urban area of the Town in December of 2009. The purpose of this Report is to provide Council with an overview of the TTS for the 2015 calendar year. The TTS operates on a circuitous route with a one-hour headway covering 30 kilometres and 38 stops. The Town manages the service but contracts out the operation and maintenance of the two Town-owned buses to First Student Canada (FSC). These 24-passenger, cutaway style buses were purchased over the past six years and are both fully accessible. Ridership Use Analysis The current route is accessible to 65 percent of the population of Tecumseh. Accessibility is based on being within a 400-metre walking distance to a bus stop. Within the northerly settlement area (former Tecumseh, former St. Clair Beach and the Tecumseh Hamlet), 72 percent of the population have reasonable access to the service. When only the urban area north of County Road 22 is considered, the route is accessible to nearly 90 percent of the population. Over the past six years, the TTS has served over 142,000 riders and has maintained an annual ridership of approximately 30,000 over the past few years. Total yearly ridership levels have remained relatively constant from 2012 to 2015 with total ridership this past year at 28,846 (see Figure 1 below). This figure represents a slight increase from 2014 when total ridership was 28,012, but slightly less than the highest ridership level recorded of 29,355 in 2013. The average daily ridership by month for 2015 also remained relatively consistent when compared against the 2014 monthly averages (see Figure 2 below). In 2015, the TTS reached a monthly average daily ridership peak of 112 passengers in August followed by 101 passengers in the months of April and November. The 2015 overall average annual daily ridership was 92 passengers (compared to the 2013 average of 90 passengers per day). The August ridership level can be largely attributed to an additional 712 riders that used the 2015 Corn Festival Shuttle Service provided by TTS. Figure 4 below and Attachment 1 illustrate ridership levels by bus stop for 2015. Ridership levels by bus stop have remained consistent with those of 2014, as the most popular stops in 2014 continue to be the most popular in 2015. As anticipated, stop 31 at Tecumseh Mall was the most popular stop/destination with 14,167 passengers boarding the TTS bus at this location. This amount accounted for 50% of all passengers for the year. The next most popular stops in 2015 were 6, 27 and 30 with each accounting for between four and seven percent of all passengers. Respectively, these stops are the Zehrs Plaza, the municipal parking lot on Tecumseh Road (at St. Anne’s Street) and the bus stop immediately preceding the Tecumseh Mall stop at Southfield Drive. Other notable bus stop ridership areas during 2015 occurred at stops 2 (Tecumseh Road/Tecumseh Medical Centre), 4 (East Pointe Trails Plaza/Sobey’s Plaza in Lakeshore), and 7 (Cada Library/L’Essor Secondary School As shown on Figure 5 below, the TTS was in highest demand during the morning and afternoon peak periods of 7:00 a.m. to 9:00 a.m. (17% of the total) and 2:00 p.m. to 4:00 p.m. (24% of the total). Ridership appears to be relatively consistent during the other hours of operation, with each hourly segment accounting for between six and nine percent of total ridership. Figure 8 depicts a comparison of monthly total fare box revenues generated by the TTS for 2014 and 2015. The highest total monthly revenue for 2015 ($2,441) occurred in August. It should be noted that the $2,441 total for this month included an estimated $619 generated from the Corn Festival Shuttle Service. Figure 9 below identifies the distribution of passengers based on category of fare payment. Compared to 2014, 2015 saw an increase in the percentage of riders using Transit Windsor transfers as payment when boarding the bus at Tecumseh Mall. For 2015, Transit Windsor transfers accounted for 51% of all non-cash fare trips (compared to 48% in 2014) and 22% of total trips (compared to 19% in 2014). These trips are primarily Tecumseh residents who pay an outbound fare (to Tecumseh Mall), continue into Windsor by using the Transit Windsor system, then return to Tecumseh by using the aforementioned transfer stub. Riders using a Transit Windsor bus pass when boarding the bus at Tecumseh Mall accounted for 35% of all non-cash fare trips (compared to 40% in 2014) and 15% of total trips (compared to 16% in 2014). These users are those who board the bus at Tecumseh Mall from the Transit Windsor system and take the bus into Tecumseh. These riders then pay the required fare when returning to Tecumseh Mall on the outbound trip back into the City of Windsor. Passengers using a Tecumseh Transit bus pass, providing access to the system at any stop, accounted for 9% of all non-cash fare trips (compared to 6% in 2014) and 4% of total trips (compared to 3% in 2013). These riders have purchased a monthly bus pass at the Town Municipal Office. Free riders accounted for 2% of all trips in 2015 (compared to 2% in 2014). A total of 41 Tecumseh Transit bus passes were purchased in 2015, up from the 34 purchased in 2014. Adult (17 passes) and Student (15 passes) bus passes accounted for 37 of the 41 bus passes issued respectively, with the other four being senior passes. The majority of the passes were purchased in one-month increments rather than the multi-month pass option. These riders are primarily Tecumseh residents and students that use the TTS on a daily basis and, in some instances, multiple times per day. So by them placing the tender in late 2016, they seem to be on the right track so far. The session, which will also seek input on a new sign bylaw, will be held in council chambers from 10 a.m. to 7 p.m. “I hope there’s a good turnout,” said Mayor Gary McNamara. “It’s the residents who use the service… We want to make sure they’re well-served.” Launched in December 2009, Tecumseh Transit Service had a ridership of more than 26,200 passengers in 2017. One of the two buses operates at a time, making 38 stops on a 30-kilometre circuit around town. Except during rush hour which can put the bus behind schedule, it takes about an hour to complete the route. The most common complaint about the service is that the bus is often late. It also hits L’Essor high school 10 minutes before the final bell, meaning students either wait 50 minutes for the bus to come by again, or they don’t take the bus at all. McNamara said the service could use some “tweaking,” shaving off a minute here and there to help the bus run on time. “We know where the hot spots are and we want to refine it.” In a report to council last month, town staff suggested the bus service begin and end 30 minutes later than the current 6 a.m. to 6 p.m. timetable. This would put the bus at L’Essor at a more convenient time for students, the report says. There are suggestions to shift the bus route off some streets and onto others. There’s a proposal to eliminate the stop at Tecumseh Town Centre Plaza to save time. The report also suggests adding four stops to serve residents in the heavily populated area around Southfield Drive, Brouillette Court and Shawnee Road. Maps of the existing and proposed routes will be on display at the public information session. The town is considering offering half-price bus passes to residents on Ontario Works. They would get a monthly pass for $17.50 rather than the usual $35 fee. There’s also a suggestion to promote the service to seniors by allowing them to ride for free one month out of the year. And, the town is also considering selling advertising space on the bus. The town’s 2018 budget includes the purchase of a second low-floor bus that allows for the easy entrance of wheelchairs and strollers. The town currently has one of these buses, as well as a standard bus that is used as a backup. The town has already begun collecting comments from the public. As of Wednesday, about 50 riders have filled out survey forms and more have left comments online, said Chad Jeffrey, Tecumseh’s manager of planning services. It also mentions about the bus stop in Lakeshore at Manning/Ec Row at Sobdeys. It started a few years ago as a trial and ended up permanent. Well the ridership has gone up at that bus stop over the years and now its the 3rd most used bus stop in Tecumseh Transit's network! Id say that a damn good improvement! I like their idea with the 630 start time to assist L'Essor high school students. That would give their ridership a bit of a jump. Also of note, something I didnt realize since it's been a while, but the original butaways they had(bus 1 and 2) were high floors, while the new bus and the bus theyre gonna order this year are both Low Floors. This is a totally different bus. Im almost willing to say this is bus 5. Im gonna check after work to see the bus number and get more pics.
