I do not think spliting No. 3 Road service into two routes is a good idea. I believe people travelling on the same road/corridor shouldn't be required to transfer. 403 can short turn at Brighouse if there aren't enough people riding north of Brighouse.
I also think that 405 and C96 should be considered when designing local service on Cambie. At this moment I don't have an idea of integrating the three routes, but service on Cambie is quite complicated.
Otherwise I totally agree to split the Railway portion from 410 (BTW the old route # is 406) and add an express service between 22nd St and Brighouse.
