  13. Cost was the deciding factor based on their cost analysis (avoiding 2.5M to 3.5M in capital costs). Also their analysis noted service after the introduction of the Canada Line would be reduced to 15 mins which is not appropriate for trolleybus service; I'm not sure how that is justified though...but the 5-6 trolleys were reallocated to higher capacity routes. And don't forget they're cash strapped... Cambie Service Plan (Bottom of Pg 6)
